A beginner with a limited budget is tricky ... limited budgets will lead to used bikes... used bikes develop problems... beginner biker will be stuck with his purchase.
I advise a nearly new bike for the sum you can afford... perhaps a nearly new CBR250 or Kawasaki 250 Ninja .. there is a red Ninja in good condition that was for sale recently .. in Caio look for it on here .

You can try looking for Egyptian Shipping agents stationed in London ... or try a British Shipping agency that will ship to Alexandria or Port Said.
The I can bring you in contact with clearing agents who will help with the Egyptian customs end of things... then I can also help with finding you someone to licence the bike here if you like .

don't know the 0 to 100 acceleration (haven't tried it), but top speed is 160 km/hour
